A DOWNTOWN
LOVE STORY
The DSP is committed to fostering vibrant development in the heart of our city. We actively support initiatives that increase housing options and expand retail opportunities, helping to create a more dynamic and livable downtown.
To assist developers, business owners, and community members, we aim to provide clear and accessible information that simplifies the development process. Below, you’ll find a curated list of key documents and resources provided by the City of Spokane—conveniently organized to help you get started.
DOWNTOWN PLANS
A Connected & Walkable Downtown
Spokane’s historic development pattern provide an opportunity for a rich pedestrian environment but street improvements should be modified so could better support movement, commerce and activity throughout the year, while still balancing the needs of all street users.
Thriving Arts, Culture & Historic Places
Downtown Spokane is the cultural hub of the Inland Empire and the quality of its public realm should rise to meet regional expectations. The City, its partner organizations, and the broader community should work together to foster a thriving cultural sector.Â
A Great Place to Live, Work & Play
A healthy Downtown residential population is important not only for the success of Downtown businesses, but also for a Downtown that feels safe and active throughout the day.
Welcoming & Engaging Public Spaces
Ideally, Downtown’s public spaces include a variety of characters—quiet spaces for conversation, a comfortable place to eat lunch, safe places to wait for the bus, interesting streets for strolling, green spaces to enjoy nature, and active places for shopping or playing.

ADVOCACY & POLICY
The DSP’s activities are critical to the economic health of the entire community…from creating jobs, to improving the quality of life, to raising the value of downtown property. A vital downtown, as the center for commerce, entertainment and cultural activities plays an important role in the community’s ability to attract – and retain – people and investment. See below for projects the DSP team is currently advocating for.
LEASING OPPORTUNITIES
As Spokane continues to grow, so do the business opportunities, with over $240 million sales tax generated downtown in 2024. With over 4 million leasable square footage, there’s a place that fits the needs for almost everyone.
