The Downtown Spokane Partnership (DSP), Spokane Regional Transportation Council (SRTC), and the Spokane Transit Authority (STA) teamed up to complete a conceptual analysis of a fixed-rail streetcar in Downtown Spokane, which was completed in 2006. The development of a Downtown circulator was a recommendation of the City-adopted 1999 Plan for a New Downtown, potentially connecting Downtown to the Hospital District, Browne’s Addition, Entertainment District, and University District.
